The 74150 is a guide for the line you want to keep on the model surface. Three photo-etched stainless sheets provide circular stencils from 1 to 12.5 mm diameter at 0.25 mm intervals. That range gives a choice of circular outlines rather than a cutting tool or a set of loose discs.
The 0.1 mm sheet thickness is specifically described as allowing the stencil to bend against convex surfaces such as an aircraft fuselage. This is a useful distinction from choosing a thick rigid ruler for a curved panel. The stencil guides a separate marking or scribing tool; engraving blades are not itemized in this package.
If you need a detached 2 mm or 3 mm masking disc, Tamiya’s 74122 punch does that operation. For adjustable paper circles, the DSPIAE MT-C is a cutting fixture. Choose the stencil when the goal is the position and shape of the circular line on an intact part, not removal of the entire circular area.
